Cleveland Browns quarterback Jameis Winston won't eat just anything, apparently. The backup, whose career has been associated with food in the media after a college scandal involving allegedly stolen seafood and a heavier body build, revealed his distaste for mashed potatoes on Wednesday. Winston said mashed potatoes is a dish that he doesn't even want people to bring to Thanksgiving, in an interview on the "BIG PLAY" podcast. "I really don't think it's a staple, it's mashed potatoes," Winston said. "It's not a Thanksgiving meal... I would really just have a baked potato." Winston's argument about mashed potatoes not being a Thanksgiving dish would be unfounded to some. But there is some historical contest to support his claim. Mashed potatoes was not a dish at the first Thanksgiving at Plymoth Rock, Massachusetts, in 1621, according to multiple accounts. In fact, potatoes didn't even come to continental North America until settlers brought them to Virginia around the same time. Chief minister Omar Abdullah reviewed the snow clearance operations in a video conference meeting with all deputy commissioners. Moderate to heavy snowfall was recorded across Kashmir from Friday, including the season's first snowfall in Srinagar city and other plain areas. In South Kashmir, heavy to very heavy snowfall was recorded in the plains, while central Kashmir's plains received moderate snowfall. The upper areas of the South Kashmir district received over two feet of snow, they added. Though the snowfall was welcomed by locals and tourists, it threw daily life out of gear. They added that clearance work was hampered due to heavy snowfall at the Navyug Tunnel. Men and machinery are on the job, and commuters are advised to avoid travel until the weather improves and the road is cleared, the officials said. Train services on the Banihal-Baramulla section were suspended due to heavy snow accumulation on the tracks, railway officials said. Efforts to clear the track are underway, they added. Air traffic to and from Srinagar was also affected, with flight operations suspended, according to airport officials. "Due to bad weather conditions, all flights at Srinagar Airport have been cancelled. No flight operations have taken place at the airport since the morning due to inclement weather," officials said. Passengers are advised to contact their airlines for updates. Flight operations have been affected since Friday evening. The authorities launched snow clearance operations at district headquarters and while most of the main roads and roads to hospitals were cleared by morning itself, interior roads were cleared by noon, the officials said. Abdullah directed the deputy commissioners to personally supervise snow clearance operations, emphasizing the need to obtain photographic evidence of cleared areas to ensure thorough removal and prevent roads from freezing as temperatures drop. District administrations were instructed to provide two-hourly updates to the CM's office and the chief secretary's office. The Chief Engineer of Public Health Engineering (PHE) Department informed the meeting that 90 per cent of the water supply across the valley had been restored, with efforts underway to address the remaining 10 per cent, officials said. The Divisional Commissioner of Jammu reported that power and water supplies in Jammu districts remained unaffected, while the chief secretary confirmed steady progress in restoring electricity feeders and assured that district hospitals were functioning smoothly. The chief minister stressed the importance of ensuring 100 per cent attendance of doctors and paramedical staff at all district and sub-district hospitals to effectively manage emergencies. Special instructions were issued to the deputy commissioner of Budgam to coordinate with airport authorities to assist stranded tourists and provide transportation if required, officials said. The Divisional Commissioner of Kashmir assured that sufficient stocks of essential commodities, including food and other civil supplies, were available in all districts. Taking to X, Abdullah said most of the dysfunctional power feeders in the valley had been restored. "Out of forty-one 33KV feeders dysfunctional in Kashmir due to heavy snowfall, thirty-seven have been restored and charged. Similarly, out of 739 dysfunctional 11KV feeders, 639 have been restored and recharged, bringing major relief to the valley," Abdullah said. He said the majority of the remaining feeders were expected to be restored by the evening. Abdullah also toured several areas of Srinagar city and visited his assembly constituency, Ganderbal, to take stock of the situation, officials said. He made an unannounced visit to District Hospital Ganderbal and assessed the services available to patients during the inclement weather and reviewed the availability of essential medicines, staff on duty, and the functionality of the central heating system. Abdullah interacted with the hospital staff, as well as patients and their attendants. Speaking to reporters in Ganderbal, Abdullah said he wanted to visit his constituency to ensure that people did not face too many hardships due to the snow. "I wanted to see that the snow clearance operations on roads are sped up, take stock of hospital and essential services, and the restoration of electricity wherever the lines were snapped," he said. Meanwhile, minimum temperatures went up by several notches across the valley, the MeT Department said. Srinagar recorded a low of minus 1 degree Celsius on Friday night, more than six degrees up from the previous night's low of minus 7.3 degrees Celsius, it said. Gulmarg, a town known for skiing activities in North Kashmir, recorded a low of minus 5 degrees Celsius, while Pahalgam, the base camp for the annual Amarnath Yatra in South Kashmir, registered a minimum temperature of minus 2.8 degrees Celsius. Ukraine reported what it claimed as an Intercontinental Ballistic Missile (ICBM) strike on the central city of Dnipro on Thursday morning, prompting a flurry of global concern at what could be the first use of a true ICBM in anger in history. Yet Western governments and intelligence agencies were apparently reluctant to openly acknowledge the claim, Russia itself refused comment, and eventually even Ukraine itself cast doubts on its own assertions. Now Russia’s President Putin has given his own version of events, saying the strike was not by ICBM — weapons which travel into space before plunging back to earth, with ranges of thousands of miles — but rather by a never-before-seen nuclear-capable Intermediate Range Ballistic Missile (IRBM). Putin identified as the ‘Oreshnik’ (‘Hazel’) type which he claimed is totally impervious to Western countermeasures in a televised speech on Thursday night. Separately, Putin ally and former Russian President Dmitry Medvedev, now a Kremlin attack dog frequently employed in making lurid nuclear threats, called the new missile “hypersonic” and published what purported to be footage of the strike. Such claims are difficult to take at face value, given the importance of propaganda in wartime and the fact President Putin’s television conferences are as much for domestic consumption and Russian morale as they are to inform foreign observers. Russia has also made bold claims about its new missile systems in the past, not least about its “hypersonics”. The Kinzhal missile was said to be so fast and maneuverable it was impossible to shoot down, however the makers of the United States Patriot missile shield system probably enjoyed a healthy bump in their order books from having shot down a number of them in the skies over Ukraine last year. Nevertheless, Putin was so bullish about the invulnerability of Oreshnik missiles, he offered a somewhat cynical reassurance to civilians he said he would even give public advance warnings of future launches. The Russian President said in his televised address on Thursday night, per Kremlin media: “We will do it due to humanitarian concerns – openly, publicly, without any concerns about any countermeasures from the enemy, who will also receive this information... Why without any concerns? Because there are currently no countermeasures for this weapon at this moment. Russia has no obligation to notify third parties about IRBM launches in advance, as it does with ICBMs, per a year 2000 memorandum signed with the United States to reduce the likelihood of tests and military exercises being misinterpreted as sneak attacks. The very term hypersonic is also somewhat problematic. Very much the subject of the zeitgeist in military thought and technology, the theoretical concept of a hypersonic missile is one that can maneuver rapidly to avoid enemy fire at extremely high speeds, over five times the speed of sound. While many missiles achieve such speeds, it is the evasive action at speed factor which seems to be basically unproven. Nevertheless, Russia has made its claims, not least that Oreshnik flies at mach-10, or 7,600 miles per hour. As well as discussing the alleged weapon itself, President Putin also spoke to what he claimed were his motives, blaming Western states backing Ukraine’s defence against his invasion. On this point he was quite explicit, stating the Dnipro attack was: “in response to the use of American and British long-range weapons”. Testing the new Oreshnik missile against a live target — a Ukrainian city — was a “response to the aggressive actions of NATO regarding Russia”, he said. By supplying Ukraine with long-range missiles — which have been used to strike inside Russia itself for the first time this week — President Putin said “the conflict in Ukraine, provoked by the West, has acquired elements of global nature”. While these remarks made no reflection on Russia’s culpability in the conflict, nevertheless it clearly underlined the Kremlin attitude that Western states were involving themselves in what they consider their own private war. Ukraine’s President Volodymyr Zelensky, who had earlier in the day referred to Russia as his “insane neighbor” for firing ballistic missiles at his cities, was prompt in responding to President Putin’s speech. He said Russia had “escalated and expanded” the war again with the strike and compared it in magnitude to Russia deploying North Korean soldiers to fight against Ukraine. Zelensky rejected Russia’s pleading over Ukrainian missile strikes into their territory, saying it was no more or less than Russia already inflictys on Ukraine daily. He said: “Putin lies when he claims that Ukraine’s use of long-range weapons is somehow a new step for us. This is not the first time we have used such weapons, and we have every right to do so under international law. Garret Graves intends to sprint toward the finish line for the 118th Congress, which convenes Monday and disbands in a month, by pushing an issue he has been working since he was a Capitol Hill staffer 20 years ago. “This has been an ongoing effort for me, for many years, to give Louisiana parity,” Graves said. Graves, a Baton Rouge Republican who steps down when the 119th Congress assumes office on Jan. 3, teamed with Rep. Troy Carter, D-New Orleans, on a bill that would give Louisiana, Mississippi, and Alabama the same offshore sovereignty as Texas and Florida — moving the boundary line from three nautical miles to nine — thereby allowing Louisiana control of more energy exploration and fishing rights. Graves said last week in announcing the Offshore Parity Act of 2024 , “I’m not sure who was negotiating for us generations ago, but that is just ridiculous.” History, rather than bonehead negotiators, played a greater role in setting state sovereignty over offshore waters. Back in the 1600s, control of territorial waters off the coast was legally determined by how far a cannon could fire over the sea. The “cannon shot” rule gave nations control of their coastal waters for three nautical miles — roughly three and half miles on land. As secretary of state in 1793, Thomas Jefferson claimed the United States boundaries extended three nautical miles into the territorial sea. The independent Republic of Texas joined the United States in 1845 after breaking away in 1836 from Mexico, which itself had declared independence from Spain 15 years earlier. Florida also joined the union in 1845 after Spain relinquished rights to both territories. Offshore sovereignty under Spain extended three leagues — roughly nine nautical miles off the coast. Those boundaries were set for Texas and Florida in the Treaty of Guadalupe-Hidalgo of 1848. When both states rejoined the union after the Civil War, the same boundaries were kept. Everywhere else stayed at three nautical miles. Generally, a state has sovereignty over the sea, the air above, and the bed below the sea within those limits. The sea is vast and nobody really cared for generations, except for occasional squabbles over fishing rights. That is until the 1940s when technology had progressed to exploit the oil and natural gas discovered in pockets underneath the Gulf of Mexico and off the California coast. With big money involved, territorial waters became a states versus federal rights debate. Several states claimed jurisdiction over mineral and other resources off their coasts. Multiple U.S. Supreme Court decisions honored the nine-mile jurisdiction for Texas and Florida, three miles for everyone else, based on historical treaties. In 1947, the high court found that states had no title to resources beyond those limits. Congress enacted the Submerged Lands Act of 1953 that limited states — except Texas and Florida — to three nautical miles off their coasts. In 1969, the Supreme Court found that Louisiana could not prove its jurisdiction extended three leagues into the Gulf when the state joined the union in 1812. The Graves-Carter bill addresses the legal imbalance. “Our bill fixes this disparity by giving all Gulf states the same nine miles of energy, fisheries and other resources to manage,” Graves said. “Energy production in Louisiana waters will result in new revenue to rebuild our coast and protect our people and energy infrastructure. And Louisiana fisheries management will remain the best in the country.” Carter likened the bipartisan bill to a tool in the debate. “This is a critical step toward equality, ensuring Louisiana, Mississippi, and Alabama have the same authority over their waters as Texas and Florida,” he said. The lame-duck 118th Congress has scheduled 12 days of work on Capitol Hill in December. During that time, Congress must pass legislation addressing this fiscal year’s appropriations or the federal government will shut down. Congress also must approve defense spending, consider a $98 billion addition to the disaster recovery fund, plus extend the life of flood insurance and the Farm Bill. Getting the Graves-Carter bill to the president’s desk will be a tall order, particularly given 400 years of history and U.S. dependence on oil and natural gas revenues to the national treasury. On the other hand, the incoming Trump administration promised unfettered exploitation of offshore energy production. Giving states the ability to lease more sea bottoms will circumvent many federal restrictions to achieve that goal.

The schools span states from Massachusetts to New Mexico, and include some of the country's leading universities. They all announced their initiatives within days of each other. And while the specific financial requirements for current students applicants vary between schools, all are slated to take effect in fall 2025. The Massachusetts Institute of Technology in Cambridge, for example, says undergraduates with family income below $200,000 can attend tuition free starting next year, up from its current threshold of $140,000. It said in its announcement that 80% of American households meet the updated threshold. "The cost of college is a real concern for families across the board, and we're determined to make this transformative educational experience available to the most talented students, whatever their financial circumstances," said President Sally Kornbluth. "So, to every student out there who dreams of coming to MIT: Don't let concerns about cost stand in your way." Nearly 2,000 miles away, the University of Texas System announced that undergraduates at any of its nine academic institutions whose families make $100,000 or less will receive free tuition and fees. "To be in a position to make sure our students can attend a UT institution without accruing more debt is very important to all of us, and as long as we are here, we will continue our work to provide an affordable, accessible education to all who choose to attend a UT institution," Kevin Eltife, chairman of the Board of Regents, said in a statement . The average college sticker price — which covers tuition and fees before scholarships and other aid are factored in — increased by about 5.5% for private schools and roughly 2.3% for public schools in the 2024-2025 academic year, according to U.S. News and World Report . The average in-state cost of tuition and fees to attend a public college this year is $11,011, compared to $24,513 for out-of-state students. The average cost for private colleges is $43,505. The flurry of announcements comes as a growing number of Americans seem to be questioning whether college is worth the cost. This year saw a drop in freshman enrollment and a rise in acceptance rates , at least at some schools — a sign that young people may have less interest in going to college these days. A 2023 Pew Research Center survey found that only one in four U.S. adults say it's extremely or important to have a four-year college degree in order to get a well-paying job these days, while only 22% say the cost of getting a four-year college degree is worth it even if someone has to take out loans. Americans owe some $1.6 trillion in student loans as of June of this year, a 42% increase from a decade ago, according to Pew Research Center . Thirty-six percent of adults under 40 who have at least a four-year college degree have outstanding student loan debt. President Biden's efforts at student loan relief remain largely tied up in the courts , and the future of federal forgiveness is even more uncertain under the incoming administration of President-elect Donald Trump. Free tuition is one way that some colleges may be trying to win over wary would-be applicants. All of the institutions that announced free tuition this week acknowledged the high cost of college, and the role they can play in making it more accessible. Here's a look at the initiatives: Massachusetts Institute of Technology (MIT) MIT says tuition will be free for students whose families make less than $200,000 a year. And for those whose families make less than $100,000, "parents can expect to pay nothing at all toward the full cost of their students' MIT education" — meaning the school will cover not only tuition but housing, dining, fees and an allowance for books and personal expenses. That threshold will rise from $75,000 this year. MIT says the average cost of attending without financial aid is about $86,000, though most students pay a median annual cost of $12,938. The school is one of only a handful in the U.S. that does not consider applicants' ability to pay as part of its admissions process — one of a number of steps it says it is taking to make an MIT education more accessible. "With the need-based financial aid we provide today, our education is much more affordable now than at any point in the past, even though the 'sticker price' of MIT is higher now than it was when I was an undergraduate," said Stu Schmill, dean of admissions and student financial services who was a member of the class of 1986. The University of Texas system The UT system will cover tuition and fees for undergraduates whose families make $100,000 or less, after its board voted to send $35 million — from endowment distributions and other resources — directly to all nine of its universities. In their announcement , officials said this move makes the UT system "the first in Texas, and one of the few in the U.S., to offer such a sweeping financial aid benefit." It's one of the largest state university systems in the country, with more than 256,000 students enrolled at its academic and health institutions . Eligible students must be Texas residents, enroll full-time in undergraduate programs and apply for applicable federal and state financial aid. Officials describe this week's announcement as just the latest step in their effort to ensure that "every qualified Texan who aims to earn a bachelor's degree from a UT institution can do so, regardless of financial circumstances." In 2019, the Regents set up an endowment to cover tuition and fees at UT Austin for in-state students from families making up to $65,000. In 2022, they expanded that program to all UT academic institutions. Carnegie Mellon University Carnegie Mellon University in Pittsburgh says students from families earning less than $75,000 annually will be able to attend tuition free starting in 2025 thanks to its new CMU Pathway Program . Additionally, students from families earning less than $100,000 annually will "have the opportunity to pursue their studies without the burden of federal student loans." Eligible students are new and returning undergraduates who are either U.S. citizens or permanent residents and whose families have typical assets for their income, officials say. "We want every student who has earned a spot at CMU to be able to join us and thrive regardless of their family's financial resources or socioeconomic status," said President Farnam Jahanian. "The CMU Pathway Program represents our greatest investment so far in realizing this powerful vision." The university said it has increased its investment in undergraduate financial aid from $76 million in 2015 to $141 million in 2024, and that the percentage of CMU students with federal loans has dropped from 52% in 2019 to 28% in 2024. St. John's College St. John's College — the third-oldest college in the country, with campuses in Annapolis, Md., and Santa Fe, N.M. — says it will soon cover tuition for students from families who make $75,000 or less. "U.S. citizens and permanent residents who submit the Free Application for Federal Student Aid (FAFSA), show total income of $75,000 or less, and have typical assets are guaranteed to receive institutional and federal grants equal to or greater than the cost of freshman year tuition," officials announced this week . Those grants will remain the same after freshman year unless income or assets change, they added. Students may also receive grants, loans and work study opportunities to reduce the cost of housing and food, depending on individual financial need. The college previously raised more than $326 million to lower tuition by a third in 2018 — undergraduate tuition for this academic year costs $39,356. Starting next fall, incoming students from families with total incomes of less than $75,000 annually will receive total grants and scholarships covering their full tuition, while those from families earning less than $200,000 annually will receive grants and scholarships totaling 50% of their tuition. Tuition for the current academic year is about $67,000, according to the university. In its announcement , Brandeis said students don't need to fill out an extra application for the program — they will be considered for it when they submit their financial aid applications. The program is not available to returning, international and graduate students, though Brandeis stresses it will continue to meet 100% of demonstrated need for all current and future students.
